In 1918, the rice riots in Toyama Prefecture spread throughout the country. Harada, an advisor to the political organization Minyuto, seized the opportunity to advance his power and, in collusion with Kawakami, the chairman of the Kanto Sakura-kai, formed a Minyuto cabinet. Harada also plotted to take over Dai Nippon Yusen, but Seijiro, the head of the Otani-gumi, rose up to thwart the plan.
