Matsuo Kojima is on a journey to find his mother, from whom he was separated. Along the way, he meets Torajiro Aikawa, a wandering yakuza, and they quickly become friends. The port of Yokkaichi that the two visit is in ruins, overrun by the profit-driven Iwai gang, and is in conflict with the Tatsumi gang, which sides with the fishermen. Matsuo is outraged when he learns of their plight.
