A city councilman explores the seedy side of town to help him decide how to approach an urban renewal project. Being obviously not from the area, he is knocked out in the street and both his car and his wallet are stolen. A mysterious and charismatic transient helps him out and guides him into the sordid world surrounding a strip tease dive, and eventually he has an intense affair with one of the strippers. Then the stripper is murdered and he is implicated in the crime. Now, he must try to clear his name.
