A lonely town by the sea. The mayor has run the region for three decades. Maria, his young girlfriend, works at the post office. Toni, a sailor, arrives in town with the mission of preparing reports on the situation in the area. Together the three coexist in calm. One day foreign investors arrive with the intention of bringing progress but the people do not want to disappear.
