Detective Nagayoshi Ikari, a veteran of 20 years, is a low-ranking officer with no real career prospects. Ikari has taken a liking to Hideo Kato, a petty gangster who constantly causes trouble for Ikari. One day, a diamond worth 500 million yen is stolen from a jewelry store in Kobe. The culprit is caught, but the jewels end up in the hands of a smuggling group. However, it turns out Hideo was involved in the case. Hideo happened to be present at the scene where the gangsters and the smuggling group were trading the jewels, and he snatched the bag containing the jewels. A major chase ensues as the smuggling group pursues Hideo, and the detective pursuing them.
