From bribery to brutality to blatant frame-ups, police Detective Billie Palmer (Alison Eastwood) closes cases by any means necessary. As the Department of Internal Affairs descends upon her precinct, Palmer is assigned to investigate a baffling series of ritual murders that could be connected to the death of her own mother.
