One early summer day in the late Taisho era, the city of Ohama, adjacent to the naval port, was buzzing with excitement as it held a groundbreaking ceremony for port expansion work, welcoming Tokujiro Tadokoro, a prominent politician from the area. It was at this time that Takeshi Nanjo, a former naval officer, returned to his hometown after a long absence. He happened to run into his old friend from his naval days, Igawa, who told him about the bad reputation of the Kitamon-gumi. Takeshi said he had no intention of reviving the Nanjo-gumi and wanted to start a new life in a place where no one knew him, but his sense of justice made it impossible for him to stay idle.
