In the early Taisho era, Nanjo Takeshi, who had risen from a naval lieutenant to a young gang leader and then caused a bloodbath at a naval base while still in military uniform, went into exile on the mainland. In the back alleys of Shanghai, he single-handedly rescued Princess Tokuz, the legitimate Mongol princess, from the clutches of a conspirator and brought her to Japan. Fearing that the princess would be used by extremists in the Imperial Japanese Army under the guise of Mongol independence, and that peace in East Asia would be disrupted, Takeshi entrusted the princess to Kijima Tsuyoshi, a patriotic man in Tokyo.
