The Mayor is not being allowed into the National Football League as a quarterback, being told that there are already too many. So he begins to get rid of the NFL's most valuable quarterbacks, one by one, as the Action League are assigned to protect them—much to the misfortune of the players. Will the entire QB section be destroyed just so The Mayor can get in the game?
