Robotnik invents a giant stupidity ray in order to make the citizens of Mobius his mindless slaves. In order to stop that ray from falling into the wrong hands, like Sgt. Doberman and Wes Weasely who want the stupidity ray for their own selfish purposes, Sonic teams up with the soldier and salesman and they infiltrate Robotnik's Pinball Fortress to stop him from succeeding in his plan.
