Richard Irving, a known hard-line judge, is found dead is a luxurious hotel suite from an apparent heroin overdose. On the other side of the city 19-year-old junkie Monique Sangster is also found dead. The team investigate both together when it is found that both died from laced heroin. This brings them back to working with Drug Squad head Terry Jarvis and opens up a year-long investigation into heroin supply in the city.
