The transfer to the district department deprives Roman Shilov of many of the usual levers of control over the criminal situation in the city, but also unties his hands. With the help of his loyal friends Pavel Arnautov and Evgenoy Ivanov, nicknamed "Jackson", he continues to closely monitor the situation in the police department, and Roman gets a chance to remind himself very soon.
