A fire-breathing dragon is setting houses ablaze. The townspeople believe it's a curse. Leo is suspicious and sets out to find the true cause of the fires. When he examines the burned-out house more closely, he finds scales belonging to the dragon. A little later, Bianca tells him about a threatening letter stating that the dragon will roam the streets again unless her father resigns as governor.
