In Saint Petersburg, at Liteynyy 4, there is a special department for the investigation of especially important crimes. It consists of operational officers from a wide variety of agencies, assembled into an independent team, subordinate to a limited circle of people and having special funding. The special department deals with the most complex cases. They are hampered by conspiracies and intrigues in the corridors of government, high-ranking officials and representatives of big business.

Romanov's neighbors in the paddy wagon - three prisoners - after the accident shot at the convoy and, having grabbed the oligarch, disappeared into the forest.
