The team investigates the death of a Naval Lieutenant. They learn the man is gay, so they wonder if it could have been a hate crime. When Gibbs goes back, Vance calls him and sees that Hollis Mann who was an Army CID officer who is now working at the DOD, is there too. It seems like the Lieutenant was being considered for the Medal of Honor. She's there to find out if his murder will affect his chances of getting it.
