Major Semyonov learns that bandits led by Simon are planning to kidnap businessman Shirokov. He is developing an operation, but, not having time to coordinate it with Mikhailov, he acts alone. Taking advantage of the outward resemblance to Shirokov, Semyonov takes his place, and the bandits kidnap him. General Arsenyev comes with a proposal to the criminal authorities of the city: in order to continue doing business, they must pay him. Authorities do not want to deal with Arsenyev.
