1986. Washington. A meeting of the leaders of the USSR and the USA, Mikhail Gorbachyov and Ronald Reagan, is about to take place in Reykjavik. The topic of discussion is ending the arms race, but such an outcome of events in the future will deprive the military-industrial complex of the United States of funding. In order to prevent this and lobby for their interests, CIA Director Tiernan is ordered to disrupt the negotiations.
