PC Parkin, on routine patrol, reports the sighting of Charles Knox, a known criminal, with another man to the collator's office. DC Radley is interested but can take no action beyond circulating a warning, until a further sighting provides a lead on the second man's identity - someone else in the collator's files. With two criminals seen together, Radley is convinced they must be planning something, and is soon proved right.
