Hot water is turned off in Polyarny. Stepan Ilyich tells Vitya that this is a common thing here. Vitya finds the head of the boiler room Zyuzin and clearly explains to him that the water needs to be turned on. The only problem is that the coal used to heat the boiler house was given by Zyuzin to the mayor of Polyarny to heat his personal pool.
