While the SDU and Crime Unit keep the two suspects from Eastern Europe under surveillance round the clock, TSUN-KIN, via his sniper rifle, sees them loading heavy machine guns and a massive quantity of explosive materials. For fear of implicating the citizens, MING-CHU abandons the arrest action. Once again, TING HAU invites HO-YEUNG to join them to ensure the successful execution of her project, but is turned down. Having received information of possible terrorist attacks on an auction, MING-CHU together with her co-workers go to find out what is going on. All of a sudden, an alarm bell goes off. It turns out that some armed criminals breaks into the seminar on Natural Gas Development held in the old centre, and they take government officials from many other countries and company representatives as hostages.
