Pavel Kostikov, one of the best operatives of the homicide department of the Main Directorate of Internal Affairs of Moscow, is seriously wounded during an operation to catch the killer Executioner, and his partner Dmitriy Smirnov dies. After treatment, Kostikov returns to service - but not to the homicide department, but to the information and analysis department. Kostikov cannot work in the homicide department due to health reasons and on the direct orders of General Smirnov, the father of his deceased partner. He considers Kostikov partly to blame for the death of his son.
