Colonel Rastorguev headed the Internal Affairs Directorate of the Central District of St. Petersburg. On his first day in his new position, he witnessed a disgusting scene. Private security officers extorted money from the owner of a small grocery store located near his new apartment. And they did it in a blatantly rude manner.
