Disguised as a mother and her child in Halloween costumes, Sketch Paree and The Mole are stealing from local merchants. Dick Tracy assigns Joe Jitsu to stop the crooks. Jo follows the two villains to their lair, where he subdues them and turns them over to Tracy.
