During the annual manoeuvres both Bigg City tug fleets service the Navy. But it's a dangerous job handling ammunition and potentially explosive barges. All is going smoothly until Bluenose, a bossy naval boat demands that O.J., the oldest of the Star tugs, gives him immediate priority with a barge-load of gasoline. The consequences put all the tugs in great danger.
