A grand construction project of a chemical plant and a satellite town has been announced in Belouralsk. But power here has long been divided between local authority figure Uma and the corrupt chief of criminal investigation Mamonov. The two enemies are unleashing a criminal war, because each wants to gain control over the construction and billion-dollar budgets. To stop the tyranny, Colonel Drobnyy is sent to Belouralsk, and agent Yura Gvozdev is infiltrated into Uma's group. Yura grew up in Belouralsk and his relatives live here: his father, sister and her husband, local policeman Egor Lebeda. But the undercover game is becoming increasingly dangerous, because the hero, in addition to his family, also has a girlfriend, who becomes his weak link.
